PROFESSIONAL STANDARDS COMMITTEE

Terms of Reference

(8 members)

  1. To undertake the Authority’s responsibilities under Section 77 of the Police Act 1996 to keep itself informed as to the manner in which complaints from the public and internally generated investigations relating to officers and staff of Sussex Police are dealt with by the Chief Constable.
  2. To undertake the responsibilities of the Authority to deal with complaints against ACPO rank officers.
  3. To inspect the record of complaints and completed action taken upon them.
  4. To receive quarterly reports from the Chief Executive relating to complaints by members of the public against Chief Officers of Sussex Police and details of the outcome of the complaint, including any IPCC findings if appropriate (these reports may be exempt from consideration in public under paragraph 2, Schedule 12A, Local Government Act 1972).
  5. To receive annual reports from the Chief Executive relating to complaints by members of the public against Authority officers and details of the outcome of the complaint.
  6. To receive an annual report from the Chief Constable summarising the outcomes of insurance and civil claims and tribunals for the reporting period, along with reports of any civil claims or tribunal cases which, on grounds of sensitivity or significance, the Chief Constable wishes to bring to the attention of the Committee.
  7. To receive an annual report on the work of the Independent Police Complaints Commission (IPCC) in relation to Sussex Police.
  8. To report to the authority such issues as the Committee considers appropriate.
  9. To consider any matters relating to Police Appeal Tribunals.
  10. To oversee the arrangements for carrying out the Authority’s responsibilities for independent custody visiting including the appointment of panel co-ordinators and the membership of local panels, and to oversee the recruitment, selection and appointment processes of appointees.
  11. To oversee the arrangements the arrangements for arrangement for carrying out the Authority’s responsibilities for Independent CCTV Monitoring including the recruitment, selection and appointment process of appointees.
